I know this is not what you really need, but if you want to a least further the development process until a function is found, you can get the ON/OFF state by using GUI scripting (or AppleEvents). It would mean that you'd have to offer a "feature" such as a "Syncronize with Input Menu" button and then let the user watch and wait until the script completed. I have a sample script available if you wish to follow this path.
