Mouse Down/Up and activating a window

Subject: Mouse Down/Up and activating a window

Because my view handles raw mouse events, a click in it while the window is not frontmost doesn't result in the window being brought forward. When determining that the click didn't initiate a drag out of the window, what's the right for the mouse up to cause the window to come forward?
