I've seen many cross platform applications attempt to implement a
resource manager like thing on Windows to read Mac OS files.
Usually it happens when something is made on the mac first then
ported to windows and they want to make sure the files are
compatible (since NTFS does support multiple streams for resource
fork "emulation" as well).
