Actually the error was that aCount and uCount must be initialized to the array sizes.
<x-tad-bigger>In most cases, for example CMGetProfileElement, the API documentation mentions this explicitly. After a night's sleep it dawned upon me that the logic of CMGetProfileDescription was likely to be similar.</x-tad-bigger>
