I believe the Nav dialog just uses a document-class window. That has the same appearance as a movable-modal window on Mac OS X, so I'd think it would be an acceptable workaround.
You mean to create a custom procPtr based window of kMovableModalWindowClass class specifying kWindowFullZoomGrowDocumentProc as defProc?
