Unfortunately, I haven't been able to find anything on adding menus
But, AppendMenu works to append items and doesn't crash it
It's strange that menus can't be added

I work on InDesign plugin's and they have their own ways to add menu
items so I would think it's probably true for Photoshop plugin as well?
Did you check the Photoshop SDK to see if they have an example or two
for that?
