What is the expected behavior of CFStringLowercase and
CFStringUppercase if you specify NULL for the locale? For example,
does it use a default, such as the user default locale?
When I was working in 10.3.x I remember reading that NULL specifies
the user's locale as determined at login but can't find that document
right now.
