You shouldn't need the build number for anything. It's generally useless information for developers.

And you can see from the huge amount of lazy developers that parsed SystemVersion.plist incorrectly by how many apps fail on 10.4.10 or report it as 10.4.1 (which not even gestalt will do if you use the wrong, old selector). Things like the old Microsoft Silverlight installer that refused to install on 10.4.10 because it said you needed 10.4.7 or higher.
