"hdiutil create" with error 49168

I create a test.pkg (about 250M) to folder "output" using PackageMaker

After that, I'd like to create a disk image of the output folder, so I use command:

hdiutil create webkit.dmg -volname "Test" -srcfolder "output"

Then, the operation begins with many binary information.. Maybe it is doing copying..

But at last, error happens :
hdiutil: create failed - error 49168

In addition, I copy only one text file(about 1k) to "output" folder and do the same command, the error is not happened.
