You might be better off with a preference in any case: "Mouse wheel zooms both x & y" and default it on. People with appropriate devices who really want this behavior can enable it.

I think this preference is a wise addition.
There are some users who have gotten used to shift+scroll-wheel and will not mind using it. (For instance, I have gotten completely used to it now and am surprised when it doesn't work with some older apps like CodeWarrior.) But it is not natural for many users and most users will probably not think to try it.
