I admit that it's hard to deduce Apple's motivations based on a small

those that were are bound, like Apple employees are, to not disclose

ummm.... isn't the set of Mac developers > set of Mac developers that went to WWDC 2007?

Isn't it in the best interest of Apple and ** ALL ** Mac developers to get this kind of information out to all instead of limiting it to the small subset that could attend WWDC this year? Be aware that if you say no, then that's probably the last straw for me - I'll unsubscribe from this list and call it quits as a Mac developer. Apple's been making it increasingly easier to do that.

Given that this represents the reversal of a publicly stated position that developers -- including those who anted up for WWDC 2006 -- incorporated into their plans and work, it seems like the only right thing to do is address it publicly. In fact, unless they made this decision two weeks ago (which I'm sure they didn't), keeping it secret until WWDC was just crummy. It's not like pulling 64-bit support from HIToolbox constitutes a new technology. Even people who attended WWDC this year were shortchanged if they could have benefited from this information a month or two ago. In fact, it wouldn't surprise me if some people there might have used their time differently or attended different sessions had they known about this in advance. Any way you slice it I think Apple handled this badly, failing to treat its most loyal developers with the respect they deserve.
