That's the wrong direction - he was getting U+2019 (right single
quotation mark) from ATSUI and Apple Chancery when he was trying to draw
U+0027 ("apostrophe", or what typographers call the "foot mark" -
non-curved).
If you know you want typographic quotes, it's better to draw them
directly than to hope that the font has the feature and will put them in
place for you, since "hope is not a plan" and all that. But if you
absolutely *don't* want typographic quotes when you draw the ' or "
characters, you need to turn off the "smart quotes" typographic feature
just to be safe.
