Tab order and IB

I have a simple window w/ 4 Carbon-based EditText controls that I created
with IB.

I simply want to set the tab-order, and went to Layout -> Keyboard
Navigation to find all entries greyed out. IB Help was not very helpful in
understanding why it was not making this capability available to me.

Is this not available to a Carbon window? How do Carbon apps set the
tab-order? Must this be done programmatically?
