I think this is strictly under the user's control, using the Spaces
preference pane to bind your application to a particular space. I
haven't checked, but it's possible that the Spaces pref pane is
scriptable, in which case you might be able to use AppleScript to bind
your app to a particular space.

move the application from space #2 to space #1?
No, there's no API to do that.
