LowLevel Mouse and Keyboard Events

Guys,

I am experiencing difficulties in coding Carbon event handlers.
My goal is to intercept a mouse/keyboard event and prevent it from happening across all processes.
Yet, the GetEventMonitorTarget() just dupicates the event, the original one is also sent to the process.
It is sort of like Windows' LowLevel Mouse Hook, but I just could not find a proper method to do that?
Any ideas?
