That isn't a higher level description, it's a rewording of the original
question :)
Exactly what type of app are you writing? Frankly this sounds like a
keylogger to me, so be more descriptive!
The Accessibility APIs might work for you—have you looked into
those?—but they require the user to explicitly enable them, because
they are invasive to the point where they can basically be considered a
security hole. Most users never enable this since typical apps do not
have a need for it.

it is dispatched to different applications. Let my application decide
whether or not pass it to the event loop.
2. Determine if an input from (1) is from an actual mouse/keyboard

The low-level design of Windows and Mac isn't the same, and while you
probably won't find an equivalent to mouse hooks on Mac OS, if we knew
what your app needs to do, we can probably find a way to do it.
