Since you can use the 10.5 SDK to build backwards-compatibly for earlier versions, I doubt they'd stub them out if they were needed on earlier versions at all.

Though, as the saying goes: "Trust in God, but tie down your camel." -- if you wanna ship, do a test on the target OS to ensure it works.
