You can use non-Mac software to create icns files. It's just that since they're a Mac-specific file format, the majority of apps for it exist on the Mac, and many of them use the API calls that MacOS already provides to generate/save an icns file. On other platforms your application would have to incorporate its own icns-writing code, which you'd probably have to write yourself , like Andreas is trying to do, given the scarcity of widely available icns libraries.
