Is that a Speech Manager bug or is there a proper way of doing the
"one-bounce"? (This is in 10.2.2, if it matters)

I think that's a Speech Manager bug. You should file a bug report.

There's no other way in Carbon to access the dock bouncing effect except the Notification Manager.
