The tracking handler is called repeatedly on 9. On X it is currently only called when the mouse moves.

So, if I need to support auto scroll in a view while receiving a drag how do

For now, yes. (I say for now because perhaps the OS will provide an easier path to the same functionality in the future.)

What will be the ideal frequency?

The ideal case would be for the frequency to be infinity when the mouse is in the center of your view, and as fast as you need it and no faster when the mouse moves towards the auto-scroll region. If you can't implement the ideal case pick a frequency high enough so that you can autoscroll smoothly without pegging the machine.
