D &D Tracking Handler

Hi,

It looks like that the tracking handler doesn't get called when the mouse
stop to moved. It seems to me that it was not the case before... But I'm not
sure!

So, if I need to support auto scroll in a view while receiving a drag how do
I proceed? By installing a timer? What will be the ideal frequency?
