The File System Manager is the part of Mac OS 9 and earlier that lets you develop file system plug-ins to support other volume formats. If that's what you want to do (support a different kind of volume format), you should be writing a Virtual File System (VFS) plug-in. The darwin-development mailing list would be a good place for questions.

Perhaps you were thinking about the File Manager, which is the set of APIs that lets you do things like create, open and read files. The vast majority of the File Manager routines are supported in Carbon.
