I suspect that the fraction field in UTCDateTime is mostly for the benefit
of apps that require a time-of-day function with sub-second resolution.
That field's presence doesn't imply that any particular file system actually
supports such fine-grained time-stamping.

In general, the time-stamp resolution may vary from one file system to the
next, so comparing time-stamps across file systems needs to be carefully
done.
