Having worked with both GNUstep and Cocoa, I can say with confidence, that for the most part, they're source compatible. I've only worked with GNUstep on Linux, though. There are a few minor differences, but you can create source that'll compile on either with ease. The biggest difference is, of course, in the AppKit. So, if you were just using Foundation for cross-platform stuff, I guess you could target Linux, Windows and Mac OS X.
