Well, first, don't do that: the OS is pretty much allowed to assume that anything it installs is going to be there. You remove fonts from /System/Library/Fonts at your own risk, and if the OS complains about it, Apple will likely just say "ha-ha!" (I know I would.)

It's similar to how the classic Mac OS is free to assume that Geneva 9, Geneva 12, Monaco 9, and Chicago 12 will always be present, because they're in the System file and, in older machines, burned into ROM.

Second, since these are Script Manager variables, they're just data that's copied out of the 'itlb' resource, or whatever takes its place these days. It's not like the system goes walking the font list looking for other monospaced fonts to use if the one specified in the ItlbExtRecord isn't installed - it has no way of knowing that any other font supports the script system you want.
