CFNotification cannot send notice to same app? (OSX 10.1.5)

Is it a confirmed bug that CFNotificationCenter cannot (will not?) send a notification to the same app? T'ain't no biggie - just don't want to spend any more cycles on yet another 10.1.5 bug. Any tips to provide performance to the contrary would be greatly appreciated.
