Finder labels in Panther

I see that Finder labels in Panther are no longer maintained in the file
system the way they used to be. I'm hoping this isn't another thing that
takes AppleEvents to set and get, but whatever the case may be, how to you
access them in Panther? And why, if they (our good friends at Apple) were
going to implement them from scratch, didn't they implement something more
powerful, like giving us 32 labels instead of 8?
