Tell the legal department: Many, if not most splash screens aren't visible
long enough to satisfy any legal requirement for adequate notice. Legal
notices should be presented in a format where the use has control over how
long it's visible.

Tell the marketing department: A splash screen which is up too briefly looks
silly and serves mostly to delay an otherwise fast launch. If it's up too
long, your application is taking too long to launch and your users will know
it. I've gotten to the point where I assume that if I see a splash screen at
launch long enough to really read anything in it, they didn't know how to
optimize the launch. Thankfully most applications I use either don't have
them or let me suppress it.

All that said, make yours any size you wish, and provide an option to
suppress it. ;-)
