Splash screen and about box sizes?

Are there any UI rules of thumb about the size of splash screens and about boxes? I've been asked to spec the size of art work and couldn't find anything in my searches. Most splash screen's I've seen take up no more than 1/4 to 1/8 of a screen

Thanks for any rules of thumb (or just opinions)
