Project Builder

Hi,
I just started porting to OS X, and encountered
prolems when trying to compile a basic Carbon app
project.
I'm including <Carbon/Carbon.h> and getting the
following 3 compile errors:
URLAccess/URLAccess.h: No such file or directory
NSL/NSL.h: No such file or directory
IBCarbonRuntime/IBCarbonRuntime.h: No such file or
directory

I'm running under OS 10.1, PB version is 1.1. when I
search the Finder, I can find those files in a
hierarchy under the Carbon.framework. However, I've
looked on other 10.1 systems without development tools
installed, and there I couldn't find these 3 files at
all or just some of them.. how can this be different
on different Macs with same system installed?

Can anyone tell me what I'm doing wrong / what I
should install to make this work?
