Do you mean, when Stuffit Expander creates that window, it always creates it under the menubar? The Window Manager doesn't prevent you from creating a window that's positioned under the menubar; it just tries to prevent you from dragging it there. So if Expander is creating it there in the first place, there's nothing we are doing to prevent that. You might try changing your monitor resolution to force the window back on-screen, or deleting your Expander prefs.
