Window title bar sliding under the menu bar

I have recently found a bug, where if the user drags the window around they can place the windows title bar under the screen menu bar. Now I am sure I need to use CE's to handle this, but I am not sure how to go about figuring out how to supress the window from moving under the menu bar. Can anyone give me some pointers on this or some example code. My App is a PowerPlant Mach-O app, and I am using very little CE's in there right at the moment.
