In your PowerPlant app, are you using UDesktop.cp or UFloatingDesktop.cp?

If you are using UFloatingDesktop, then that doesn't use DragWindow for
window movement, it uses DragGrayRgn, which I am guessing won't prevent you
going under the menu bar.
