Yes. You probably couldn't do the blinking effect of pushbuttons yet; we don't have an API to draw the blinking states. But otherwise you should be able to do most controls.

Of course the proof would be that Apple uses nothing but the Appearance
API to build controls.

We actually use a private CG-based version of the Appearance API, but for Panther we are introducing a new public Appearance API that uses CGContextRefs, and all controls are being revved to use that new public API.
