My question is, when I get this kEventMouseDown event and the kEventParamMouseButton says that it is a kEventMouseButtonSecondary, is there a way to determine if the primary button is down at that > time?

Check this parameter:

--> kEventParamMouseChord typeUInt32 (Mac OS X only)

It's a bitmask of the mouse buttons. Bit 0 is the primary button.
