is HTML Rendering Library full-fledged?

Hi

A carbon HTML Rendering Library

Does this library supports rendering of whole HTML formats i.e. Tables and
different fonts, colors etc. ?

Is it supported on Mac OS 8.6 ? ( because, HTML Rendering Lib came into
picture with Mac OS 9.2 )

I would really appreciate if some one gives ay hints / opinions on this.
