You should be able to use AXUIElementCopyAttributeValue, passing the window as the element parameter, and kAXTitleAttribute as the attribute name.

If you have further questions about these APIs, you might also want to ask them on the accessibility mailing list hosted by Apple, since that's where more of the accessibility developers hang out.
