The document you mention does not say you can't use FSSetCatalogInfo to set
permissions. It says you can't use FSSetCatalogInfo to set the user or group
IDs.

There was just a big thread on here a few days ago discussing this and
verifying that you *can* use FSSetCatalogInfo to set permissions.
