It's the design of QuickDraw. By definition, the pixmap of every on-screen port points to the pixels of the main screen, no matter which screen that port is displayed on. The develop article "Multiple Screens Revealed" described it this way:

Strictly speaking, it's the design of QuickDraw on Mac OS 9. It happens to still be that way on X, but I don't think we've guaranteed that it will always remain that way. At some point in the future, the display buffer might not be in mappable memory (or so I've seen the CG guys say), and in that case, a generic port's PixMap may no longer give access to the screen buffer.
