My orange iBook is being used as my answering machine (running HotFax Message Center under OS 9) so it is at least possible on some laptops. There are some other issues (apparently this software will let you use your computer/modem as a speaker phone, but that specifically doesn't work with the built in modem), but it does, more or less, work.

I once tried to look up the various AT commands to enable both the recording and playback of voice data, but never really got far enough to do anything useful, and then found HFMC at a Half-Priced Books for like $5, which seemed like a good enough solution for me...
