No events are fetched from the event queue and dispatched during
menu tracking. APIs like TrackMouseLocation or MenuSelect or
TrackControl or WaitMouseUp had been always behaved so.

[That would be great if Eric or someone from HIToolbox could shed
light on this (or they already did, and I being in the digest mode
just don't see it).]
