Searching the archives, I found this entry for a scrolling text box.

Does anyone know an easier way to display a large amount of text in a
scrolling textbox? We are trying to present a EULA when the program starts.
We are using Carbon/Interface Builder?OS X.

If you don't need this to be in a compositing window, use a Scrolling Text Box control (as mentioned in the entry for this sample code). CreateScrollingTextBoxControl from code (I don't know if IB handles it).
