Yes, as far as I know. The notifications are sent by the kernel. Note that kqueue notifications do not _guarantee_ that you will receive notification of all changes; for example, if you have a file server mounted, and some other process running on some other machine on the network modifies a file that is visible in an open window on the file server, you're not going to receive any notification of that, because your machine has no knowledge of that change. So there are still cases where some sort of polling may be necessary.
