You're not unlucky. It's just that the support for CG inside the HIToolbox is still evolving. You have an unprecedented opportunity now to make your needs heard by reporting bugs to http://bugreport.apple.com. By identifying which branches of functionality are most important to you, you can help Apple prioritize their development for the next version of the Mac OS (Tiger) and beyond.

The reason that the opportunity is unprecedented is because Apple deprecated QuickDraw and the gaps left behind in their API are currently under tight scruitny. A bug report that points out one of those gaps, like the lack of CGImageRef support in the HIToolbox for Bevel buttons and image wells, is likely to be prioritized higher in the list of potential fixes.
