A shell script could modify the firewall rules to block both incoming
and outgoing traffic. Look at the man page for ipfw for more details
as well as the default rules when the firewall is active for examples.
You can then have this script execute at the end of the startup process
by using a StartupItem in /Library/StartupItems.
