Do you need any other Rendezvous-based services? In other words, do your
computers need to automatically discover each other for file sharing, or
printer sharing, or anything similar? If not, you could try going into
Directory Access and turning off Rendezvous. I'm fairly sure this would
keep iTunes from discovering other music shares, even if they are turned
on.

A shell script could modify the firewall rules to block both incoming
and outgoing traffic. Look at the man page for ipfw for more details
as well as the default rules when the firewall is active for examples.
You can then have this script execute at the end of the startup process
by using a StartupItem in /Library/StartupItems.
