The new version of Fathom needs a browser in order to run its excellent help files and movies. Anyone have any suggestions on how we might allow the browser to run without providing access to the internet?

You could set Safari (or your browser of choice) to use a proxy server for all http requests (System Preferences -> Network -> Ethernet -> Proxies). Just set the proxy server IP to a bogus number.
All local pages will load without a problem, but nothing over the network will work.
