You don't need a GUI. What you want is the networksetup command that comes
with the ARD client.
You *can* do this via other commands. They are undocumented, unsupported,
and primarily there as debugging tools. The simplest, best, and most
reliable way is to just install the ARD *client* and use the networksetup
command which IS documented, supported, and not likely to just go away.
