Leastwise, I have that tool available on my servers, but not on the
client that has ARD 2.1 Admin and Client installed.
Since the original question was: how to remotely change IPs on remote
client computers, and not servers, I think the question remains.
There's a number of reasons why using ARD wouldn't be acceptable, one
of which would be that the client is behind a VLAN and the gateway
doesn't have ARD itself. Another is that you want to manage 100
clients, so you want to script it.
It would be an interesting experiment to see if dropping
/usr/sbin/networksetup and /usr/sbin/systemsetup on a client would
allow those tools to "just work." My guess is no.
