It used to. Now it's a part of the ARD client, since that's what ARD uses to change networking info.

Again, look inside the ARDAgent bundle in /System/Library/CoreServices/RemoteManagement/.

No, because then they have to be running OS X Server. The tools you need are in the ARDAgent bundle in /System/Library/CoreServices/RemoteManagement/
